PROGRAMME OFFICE
Circles-NL is the COSA national programme office. It is responsible for:
- Training and education of circle coordinators
- Monitoring the quality of the training material
- Continued development of the method
- Research
- Monitoring of programme integrity

COORDINATION
The COSA operational circles are coordinated by the Dutch Probation Service.
The 's-Hertogenbosch region of the Dutch Probation Service guides the first circle. Starting in 2010, projects will gradually be launched in other parts of the Netherlands. Each local project organisation:
- Selects key members
- Recruits and selects volunteers
- Trains and guides volunteers
- Provides the circles' regional organisation
- Coordinates turnover within the circles
